They made Hitman 3 impossible to buy without already buying content you already owned (not just owned but pre-purchased, along with everything else they'd ever released).
That was after I'd already forgiven them for their years long hiatus from Steam for the Epic money they got. And the fact they had given Hitman 3 away, for free, on Epic.
Still, to this very day there's no way to purchase the content of Hitman 3 without rebuying all the relevant content (Even moreso now).
With behaviour like that, it's clear that they don't have the customer as the centre of their operations and so I'll no longer be a customer for them :)

I get they have a very confusing/inconvenient scheme when you convert your stats, but I'm not sure what you're talking about with it being "impossible to buy".
HM3 is the same for HM2. They've charged people for an empty shell aside the training mission. The free content "DLC" is just the HM1 missions. You have to buy the rest in separate DLCs. So in addition to charging for essentially barebones content, they charge more for more missions. I have both of these basic games for free and found this out the hard way. I'd understand they made a mess of the different compilation packs and there are guides on that subject, but it's not really impossible at all. Just ridiculous.
There's nothing you'd rebuy though. It's not cross-platform (hence their whole mess with the one-way stats transfer system), so that is the only way you'd be rebuying anything. But if you already had it, you already have it on one platform and you're not missing anything there. Each platform is just separate.

I have no idea why you'd take the comments of any value and get the impressions you have to rebuy content that you already bought. The only scenario you're rebuying the same missions is if you bought it for HM2. That's a page for a particular DLC that is unlocked in HM3 and the DLC is for putting the missions that were featured in HM2 onto HM3. they're totally separate. As I said, each of those two games have nothing on them unless you put DLC in them. I have an IOI Interactive account dated 2018-11-22. I have preordered and bought everything they have ever released up until Hitman 3. I can afford Hitman 3, and and all DLC to go with it, and all of their Bond and future games. I will not be buying any of them or recommending them to anyone - ever.
I enjoyed their games, probably would still enjoy their current products, but that relationship is over.
I hope they don't sour anymore ties they have with long term customers. But once trust is gone it is never reestablished.
Here's hoping you never have to tell a tale like mine. I suspect you will though.

So, you're saying you're "rebuying" DLC you bought in HM2, expecting it to carry over in HM3? Or that if you bought a HM3 package that says HM2, and think it has to be in HM2 only to find out you'd have to buy the content for HM2?
HM2 and HM3 are separate games. DLCs don't carry over. That's never been a thing. The only thing that can be carried over is your stats from HM2 to HM3. That is it. None of this means you're actually "rebuying" DLCs. You're buying the same content for different games.

I think that's a bit harsh, I mean there can be some grey area for nuance, but you're not wrong.

Yeah I agree with m0r1arty. There are certain missions from Hitman 2 (i.e. New York) that are not included in the Hitman WoA and need to be purchased separately as a HITMAN World of Assassination Deluxe Edition. This is all despite the fact that IOI made an official statement promising to "Never force players to rebuy content they already own". They later went back on that statement after they delisted Hitman 1 and 2, which is a whole different point of contention for people including myself.
If you follow IOI a bit closer, you might be surprised to find out how many more complaints you see with them. Things like Hitman WoA Sapienza, "content packs", the mcgregor thing, dlc buying guides... heck at some point they even tried to get rid of Agent 47 VA. Its just a can of worms with those guys.

New York and Haven Island are on an expansion pack. If you bought the Deluxe, that would include it. So if you had bought either, you'd have those missions. None of this says that you have to rebuy anything you already purchased, as the claim stated. So no, you haven't been forced to rebuy anything.

You do though. I have the Hitman 2 package in my library and the only way I have for buying the game forces me to buy that dlc again since they have no "complete the set" bundles even though I just need the Hitman 3 part. I got lucky and got the free episode sapienza version they had for a moment, but if they never gave that for free I would have also had to rebuy the Hitman 1 GOTY DLC too (since the upgrade pack doesn't include the base game package). They usually put a big discount on the part 1 version and put a horrible discount on the upgrade pack though, so it really doesn't mean much.
The historical low sale price of Hitman 3 when you could buy it alone is lower than this upgrade pack (and also the historical low of the standard Hitman WOA), so it costs more now for loyal fans.
And if you missed out on the period where you could add these DLCs to your account (which they gave no warning of discontinuing) you are forced to rebuy Hitman 1 GOTY, Hitman 2 Standard, and then you have to pay even more to get the Hitman 2 Expansion DLC

If you expected the "complete the set" thing to fill in the missing content you think you needed, that's not really a thing anymore. IOI has delisted a lot of individual DLCs to conslidate them into a few bundled sets, so you'd be getting your content, and likely more.
But I still don't see how this says you don't get your DLC to think you have to rebuy them. You should be able to access your DLC. Sometimes Steam doesn't automatically install them and most people miss that. None of that means you have to rebuy what you already have.

Hitman 1 (1016) was given away for free on Epic in August 2020. This included all the GOTY content. A Hitman 3 (2021) Starter Pack in March 2021 was given away by Epic which let you play Hitman 1+2 content within the Hitman 3 engine, without owning the rest of the Hitman 3 game. Purchasing the Hitman 3 game let you have access to all the content you had except for the additional DLC you could get for Hitman 2 (2018), had you already purchased said additional DLC you had to repurchase it.
This was all done with monthly roadmaps and events carefully curated and explained through a one-way system (Which included people of all nationalities, genders and representations) making sure that communications drive was absolute.
A year later it was made available on Steam (Which hosted all of the IOI content as it was released prior).
Everyone with actual questions had to fight to be heard over zealous moderators and influencers hoping to get a freebie for their efforts.
In short, I own every single product from IOI up to Hitman 3 on Steam. I'm never purchasing from them again and will make sure that anyone who I can influence never will either. Epic are also out.
But everyone is free to chose how they spend their time and money. I've no issue with anyone picking up a deal just now and enjoying the game. It is a fun game, just marred by devious lying greed (From all nationalities, genders and representations) and so a big no from me :)

EGS sales have practically nothing to do with Steam sales. Valve have restrictions regarding how often a given 'package' can be discounted - there's a 30 day cooldown between discounts and a 14 day maximum duration on discounts. In this case if there was only the base World of Assassination option available for purchase then the game could only be on sale roughly half of the year, however as there are multiple purchase options these discounts can be staggered/overlapped to allow for at least some version of the game tio be on sale more frequently. This in turn increases the games visibility as discounted titles are much more prominently featured in a number of locations both on and off Steam.
