since people using steam gifts as cash out, those with much steam wallet currency, for some time now it has affected also generous people, who gifts much games in sale time, for example.
the thing is,its certainly is caused by if you are using steam wallet currency, after some time you couldn't gift anymore, dont know about if you are buying from credit cards!.

the questions in my mind are "how much steam wallet" and "where did that come from"?
If you keep putting on $50 or $100 at a time from your ordinary credit card and letting the balance sit there for a few months at a time, it's weird they'd make an issue of it, but if you've managed to amass thousands of dollars of steam wallet without using your credit card (e.g. by buying keys on the secondary market), it makes total sense that that would raise some flags.

You spend a lot for gifts from your steam balance and you got a message from bot? If you not write to them - next time they can block gifts.
Just write to support that almost all of your balance refills were from a credit card.
After a manual check, they should have no fear that you are withdrawing money from balance.

Well I've been sitting on some steam wallet for a while and bought myself a few games every sale times. Didn't get the need to refill wallet from CC or such since it's growing from a few game trades for TF2 keys and then sold on the market.
Today I tried to gift my nephew from Steam directly, then from browser, then from phone app, all failed, they all say to contact steam support after I try. So I tried purchasing a game for myself and this worked fine.

Basically Steam put some lock on me to not be able to gift from my wallet for some reason. Not sure they have the right to do it but I'll wait on answer from support to understand to what extent they're pushing this.

Sorry for Necro but it's the best post with info about my troubles with gifting from steam wallet not complying.

Can't believe I'd be the only one with that issue.. any word from Steam about that ?

I had the same problem on first day of sale. Wanted to gift a friend a game through my steam wallet and kept failing. I wrote to support and they fixed the issue in under 24 hours.

Hope yours is as easy to fix as mine. If you don't actually buy too many games to 'gift' to others that would make it suspicious for Valve, you shouldn't worry.
