TF2 keys - where do they come from?

I'm not a TF2 player and I'm just curious - where those keys come from? What are the ways of obtaining them? Do they drop for free or what?

There's a huge market for those keys and tons of traders, which made me interested how it works.

Additional question - can they be obtained in an illegal, glitched way? I've seen people offering them for like $1,5 a piece, which is way below the current market price. Just hunting for lower prices and selling at a higher price?

The primary source = ingame store. Most of the keys circulate through Paypal trades, Steam Market trades and direct trades.
