That makes no sense at all, I don't think you understand why the winner is "anonymous" until his gift is received.
You can write you accidentally ignored his request, the creator of the giveaway won't give it to someone else.

And whats the problem? He can easily check who he's adding. Plus he have an opportunity to send key/gift to your mail. IDK why he didn't did this within 5 days

Some people prefer to contact the winner via Steam and send the game via the Steam gifting system. Personally I would do it in this case because the user is new and has never won anything before.

It's not really a problem, because it's his interest to contact you, he doesn't want you to mark his giveaway as not received and get a suspension.

You don't get suspended for getting a giveaway marked not received. And since he tried to add the winner and he ignored to friend request, it's even possible that a reroll request would be accepted.

Solutions have been given on this thread. If the giveaway creator is indeed ignoring you, there is nothing else you can do other than marking as not received on the giveaway (after the 7 days), it's his choice to give or not to give you the game. It was a mistake on your part to ignore his friend request, but it is one that can be easily prevented if you actually review your friend requests.
Also, you if haven't read the FAQ and guidelines (you would have known how the site works if you did), I suggest that you do so, link is at the top of this page.

He've 7 days to send you the gift if this period is over "Mark as un-received"........There's nothing you can do.

Just be patient. No need to make such a big deal about it since there is still time for them to contact you.
Also, you can post on the giveaway comments to let them know that you accidentally declined the friend request.
