Simply put, a giveaway's eligible participants should be dictated by the giveaway creator, and no one else.

Its always up to the giveaway creator and thats the only way to do this. If you want to give away your games only to contributors, that is totaly fine and if someone wants to give away stuff to anyone, even newbies, poor people and leachers, that is fine too. $0.00-CV-Users aren´t automaticly leechers and giving away stuff should not be about getting stuff. The CV-System already rewards people with higher winning-chances in some giveaways (higher CV-requirement = less entries = better chances) and if you want, you can look at the limitation to join only $0.00-Giveaways with very low winning chances as "punishment" for non-contributors.

On top of that, it would drive away many new users from this site.. many people arent sure if this is a scam at first, because, knowing the Internet, "who would pay their hard earned cash for games to give them away to random strangers!?". If you have to give away a game before you can even try the site, a lot of people will just think "I´m not THAT stupid" and turn away.

I can only see this working if new members got a couple months of being able to enter $.01 giveaways, but even then... Nah.

I think that before being able to enter a giveaway a new member should have to create one. Not strictly for getting rid of leechers but for making sure everyone knows how the site works.

I might be able to understand if you won a GA you had to create a GA to receive it, but having to give something away upfront will just scare people away.
