You see I am just cheap. And I can live with that. I may make a giveaway in the future but I can almost promise that it will be a bundle game. I would like to point out that a lot of people would leave steam gifts if this was to happen. And less people means less giveaways.

Now why would it bother someone, that someone is winning without giving something is beyond me, this site is about giving and if you belive not everyone should have a chance at winning what your giving, then the site gives you the tools to do so... pretty simple.

Its always up to the giveaway creator and thats the only way to do this. If you want to give away your games only to contributors, that is totaly fine and if someone wants to give away stuff to anyone, even newbies, poor people and leachers, that is fine too. $0.00-CV-Users aren´t automaticly leechers and giving away stuff should not be about getting stuff. The CV-System already rewards people with higher winning-chances in some giveaways (higher CV-requirement = less entries = better chances) and if you want, you can look at the limitation to join only $0.00-Giveaways with very low winning chances as "punishment" for non-contributors.
On top of that, it would drive away many new users from this site.. many people arent sure if this is a scam at first, because, knowing the Internet, "who would pay their hard earned cash for games to give them away to random strangers!?". If you have to give away a game before you can even try the site, a lot of people will just think "I´m not THAT stupid" and turn away.

Why the fuck entering a giveaway should require the person to understand how the site works? The biggest problem with people not understanding how the site works is when they create a giveaway (thinking they'll receive the game) which is exactly what you try to suggest. It's almost as bad as the stupid suggestion OP made.
