I'm afraid it would take to long to go into all the various reasons why I strongly dislike those skin raffle groups but as you already mentioned announcement spam is one of them.
Let's just say those groups are generally frowned upon, maybe somewhat related to the bad reputation the games they cater to have.
Edit: I guess it also matters if you intend to ask for an entry free for those raffles. If you do (or advertise them agressively here on SG) the SG community can get really, really hostile.

Well, I guess it can work if done right. If you keep it mostly about game giveaways (on the site) here on SG and do the skin raffles as a sideproject in the group people won't mind as much.
It's just there've been hundreds of people agressively trying to advertise their for-profit raffle groups here on SG already (until they get banned for it), so when they hear the word skin raffle a lot of users go into attack mode.

Yes. As far as I know most of those raffle groups ask for Trading cards, gems or similar items as entry fees to "cover the cost of the items raffled off".
The community based approach seems better (and will also be better received IF you get the opportunity to explain) but would also probably take a lot of work to manage. (as long as it's nothing like "Invite all your friends" - that's also a red flag)
