Am I allowed to say? Because I know there were some rules about pointing fingers.

As long as you don't mention the exact giveaway or the user, it's fine. You can tell the name of the game.

I'm not asking you to post the giveaway link, and it isn't showing up in your profile, so it's impossible for me to know who is the giveaway creator :P I'm asking this because some people use sequels/prequels to make giveaways for games that are not in the giveaway list or to get more CV.
Anyways, if he doesn't give you the right game, you should mark as not received.

The GA was listed as Two Worlds 2, but the key is for Two Worlds 1 (which I already own).

Two Worlds 1 is a free game, so blacklist them and report them to Support.

I understand. Then he actually did do it intentionally and tried getting contribution out of it by placing two giveaways with Two Worlds 2.

I would assume it was intentional then since Two Worlds Epic Edition is a free game and therefore not on GA-list.
Try to contact the creator and mark as not received if he fails to give you the right key.
Edit: Unless you get the right game you should probably also report the GA-creator for "gifting Beta Keys, Guest Passes, or Free Games".

Well, I did get in contact with him, but he's not much help.

I did try to get in contact with him and I am waiting his friend approval on Steam since apparently he's not checking the comments of his Giveaways.

Outside of msging in GA (a lot of ppl tend to mark as read all comments at default) try adding him on steam as mentioned. If he fails to acknowledge any contact up to 7 days after GA ended, just mark as unreceived and move on. Also when he notices that he's got unreceived he may try to contact you yourself

Thank you, I will enter in contact with him and try to solve the situation as stated.

Hello and thank you for taking your time to read about my situation/issue.
I've won a giveaway recently, but the key provided by the giveaway is not for that game but for the previous one in the series which I already own.
I'm not sure how to handle this situation and I've already informed the person making the giveaway in a comment for the giveaway.
I'm not sure whether this was intentional or not.
UPDATE: I had a discussion with him and it didn't help much.
Tares: Hello, ????????!
?????????: hello
Tares: I contacted you in order to tell you about an issue on SteamGifts. You have a giveaway that states that you are giving away Two Worlds 2
Tares: But the key provided is for Two Worlds 1
?????????: really?
Tares: Yes
?????????: hmm
?????????: I bought a key of Two worlds 2
Tares: Well the one there I can assure you is for Two Worlds 1
Tares: This is the key you have provided Kxxx6-xxxxx-xxxxx
?????????: sorry, but I bought a key for two worlds 2
Tares: From where did you buy the said key?
Tares: Please understand that I am not able to mark your gift as received since the key that you offered is for a game that is given free on another website.
?????????: it's your decision
Tares: So, I'll leave it to that?
?????????: yes
Tares: Ok then, thank you
?????????: do whatever you think is necessary
