You can't open a GA and pretend the participants do something for you.
But you can open a GA and share it only with people who did something for you.

Marked this as off-topic because I'm not sure where to put it even though it seems on-topic.
The rule is as follows.
"You cannot ask users to perform any special action in order for their entry to be considered valid, such as liking a Facebook page, or following a Twitter account."
But technically you could create a steam group to promote something like a facebook/twitter/youtube and as a requirement you could ask people to join your steam group right? Even if your steam group has no continued relation with giveaways and is purely a promotional tool for other endeavors.
