Hello I know that is small problem,but what exactly mean's these word's:"Notice: Purchases made in Russia and CIS countries will only be playable in Russia and CIS countries.".But what if I'm from Lithuania is still I can buy it and it will work?Or I can just buy worldwide key from shop?

Are you buying Max Payne or Dishonored? I'm from Estonia and it sais same thing for some games. You will be able to activate it, but if you want ROW game, buy it from SteamTrades :)

VPN activation is prohibited by steam rules. If you get caught, it can lead to account cancellation in the worst case. It's up to you to decice, but for my part I would not take the risk.
