yes but Orange Box is only Portal, Half-Life 2 and Team Fortress 2, so only if you already have Portal or H-L2 (TF2 will become premium account)

No he won't. Half-Life 2 and Half-Life 2 Episode 1 are the only games in the Orange Box that you get extra copies of if you already own them: https://support.steampowered.com/kb_article.php?ref=4502-TPJL-2656

I bought an orange box a few years ago and that contained:

  • Half life 2
  • Episode 1
  • Episode 2
  • Portal
  • Team Fortress 2
    Nothing more, notbing less.

As far as I know, Orange Box contains: Half-Life 2, Half-Life 2: Episode One, Half-Life 2: Episode Two, Portal and Team Fortress 2.

And no, you won't get another copy of Portal, if you will activate it.
