It's never been intended for ROW site. It sells to their own region. If you're outside BR then it's never been 'your platform' to begin with.

Bought Farenheit Remastered for € 1,5 about 5 weeks ago. No problem to pay for it at all. Did not have to do a thing, no hola no nothing, just payed for it in Brazilian prices!

How do these recent changes affect pre-orders on their site? I pre-ordered Mighty No. 9 when they had it for roughly $9. Will the key they give me when the game is released be region locked?

It could be worse, once I bought Asassins Creed III Complete, the frist one too and one more than I don't remember which was atm. Then I spent 20 min trying to add to Steam the games until I realized the keys were all for UPlay. I was so happy...
The keys are sitting on my Nuuvem account since then.

I know, but I was at the office and saw the offers on a IsThereAnyDeal.com email alert (I have it activated for all platforms since I use GOG too) and made the buys on a rush. When I got back home tried to activate the keys for a 15-20 min and while I was checking if I had the codes right saw than were UPlay keys. Was completely my fault, but I still got mad :C

Theres such a good deal on Borderlands 2 GOTY and Tomb Raider GOTY, for total like 8€, but it doesnt let me make the payment. Hola doesnt work anymore because it wont let me login.
