If you read the WHOLE description i kindly asked the SG Users who already own the base game not to enter this Giveaway.A small part of the SG Community seems to ignore this.There is still enough time for those people to reconsider their decision again and spend their points elsewhere.

These people will probably continue to ignore my request however this will automatically lead to my personal blacklist !

I wanna thank you for your awesome contributions. Unfortunately you can't impose rules, so if someone wins while owning the base game, you'll have to give it anyway, unless you don't, and receive 1 feedback of 'not received'.. Which it would be fine if you really want to give it to someone who doesnt have the base game.

Therefore the only thing you can do, is either you give it to the winner even if he has the game.
Or you don't if he has the main game, receive 'not received' feedback, and make another GA, until the winner doesnt have the base game.

Well I recall reading that one of the support members once wrote that the giveaway creator can choose whether he'd like people who already own a base game to enter or not. I'm not 100% sure though, so don't quote me on that. I'll try to find my source real quick though.

What are the rules for entering to win Steam packs if I currently own a number of the games contained within?

We ask users not to enter giveaways for packages if they already own the majority of the games. This allows for winners that will receive the most value out of their gift. In the end, the giveaway creator has the final say, and if they believe the winner owns too many of the packaged games, we'll allow them to request a new winner.

I think is legit if he ask for a reroll if the winner have the base game

You are wrong. If winner have more then half of a pack, creator of GA can ask for reroll. And having base game is a half by quantity (1 of 2) and far more than a half by price. So I think in this case moderators can approve reroll.

Actually no. While a giveaway creator can choose to still give their winner the gift even if they already own part of a package, they can also re-roll for that reason if they want. Unfortunately, I've had to do that several times.

i mean, you cant put special rules on your GA, but if you want to give this pack to someone that doesnt have the base game, you could ask for a re-roll if the winner have the base game according to that no custom rule

i don't think this is a "special" rule .This GA is not meant for people who already own the base game and get the Expansion Pass as a "free" bonus.That would make no sense.

"My giveaway = My rule" doesn't work too good on Steamgifts. Unless official Steamgifts rules aren't being followed, you must give the winner their game.

Luckily, you may request a re-roll in this particular situation. Like stated by other users in this thread:

The value doesn't matter, and the % of items owned from the pack doesn't matter either.
You can reroll any pack if the winner owns at least one of the items from the pack.

I have a question.
If for example, someone makes a giveaway for a game like Sleeping Dogs: Definitive Edition, and the winner already owns the original Sleeping Dogs. In that case, the giveaway creator cannot reroll, is that right ? Since it is a completely different game on the Steam store.
And what about a giveaway for a game like Fallout 3: Game of the Year Edition ? In that case it is the same game as Fallout 3, with the DLCs added, but it doesn't appear on the Steam store as a package.
