Givaway suggestions and problems

Hi.I want to create some giveaways to level up and I see some people gifted about 200 dollors and there arent many repeated games in their giveaway list and their level is 2 and some others gifted about 20 dollars and their level is 2.anyone know why?thanks for help

So i doubt that someone with 200$ has only lvl 2. Maybe it was only on the paper 200$ but bought from bundles etc. so their real CV was quite lower. Take my Lvl for example. I gifted for "72$" but still are lvl1. Thats because most of the games were at one point in time in a bundle and therefore are only 15% of their value worth.
