You are in a country or region that is not eligible to receive a key.
A key has already been assigned to you.
The Access Key is invalid or has already been us

"Your key request is being processed. If possible, a key will be assigned to you."

I've been waiting for 10 minutes or so. The message keeps flopping back and forth between these two but no key yet.
