Run a scan. Use Malwarebytes and/or SUPERAntispyware. The free versions are enough for either.

if i get it right you used a cheat and he is spamming on the game chat? if yes the best to do is to go to the folder were csgo is installed, uninstall csgo via steam and after that check if there were any not deleted files on the csgo foulder (those files should be the problem) and delete them, then you can download csgo again with no problem
as far as i know there is no way to resolve this without uninstalling it

Run a scan, check for PUPs by looking through your installed programs (Control Panel\All Control Panel Items\Programs and Features) and check for any programs you've never heard of, and also looking through your processes (Ctrl+Atl+Del, then Start Task Manager) for suspicious ones.

It doesn't really work like that.
If it is restoring itself due to having latched on to some system file / startup process / whatever then there's a good chance a reliable antivirus or anti-malware program would recognise it. It might sound a little unlikely but I imagine there is a lot of money in people scamming steam accounts or using various malware injectors.

That sounded different written. Anyway yeah I would definitely suggest opening up msconfig and looking through your running processes and what's activated at startup and whatnot. And yes definitely get some virus scanners you probably have a lot more garbage installed then you realize.

If I were you, I would be less worried about a piece of malware advertising through my videogame, and more worried that you've been tagged for an impending VAC ban or that it may have sent you account name and password to the malware creators for later hijacking.
If you have already swept the cache files, clean-installed steam and got a fresh re-install of CS:GO, then I suggest running a thorough malware scan on your computer using Spybot S+D (and Malwarebytes as someone else suggested). Also, it wouldn't hurt to invest in a paid antivirus program (I suggest NOD32 by Eset, but that's just a personal choice). That should help prevent malware latching onto system files and restoring themselves whenever you believe you've removed them.

Get ready to be VAC banned and maybe you should start thinking about a new Steam account.
You could contact Steam support and tell them what happened and what software you did use BUT if you are registered to be VAC banned Steam support will not be able to lift the VAC ban anyway.
The maximum that will happen is that you will have to re-buy a small amount of games if you want to play on VAC enabled servers.

Okay so this is a little embarrassing. I started playing CS: GO a couple of weeks ago and like most who play the game became obsessed with getting knife skins, but I'm lazy. That laziness is what led me to do something I'm not proud of... I tried to spawn in a knife with a item generator, and now something is screwed with my game. Whenever I play my account puts into chat Free Skins- tinyurl.com/csgoskins. I've searched everywhere I can think for a way to get rid of it with no avail. I've uninstalled and re-installed CS:GO and deleted everything that has to do with the generator. I know that trying to cheat rare stuff in was lame but now I don't want to play because I 1 don't want anyone actually downloading anything from the site, and 2 don't wanna get constantly kicked or eventually banned for spamming that I can't control. If you've read this much thank you for hearing me out and I am open to any and all suggestions. Again I know I suck but i seriously need help here.
