Long story short , if you win a giveaway the giveaway creator have 7 days to deliver you the game.
If the 7 days pass and he cannot deliver you the game you are in your right to mark the giveaway as NOT RECEIVED , and thats pretty much ALL you need to do .
Alternatively if there is some reasonable issue preventing the GA creator from delivering you the game , he can ask for a giveaway deletion to which you must agree ... and you both forget about that ever happening .

what i meant is i never done something like this before, i never have to wait a week to press the not received so i don't know the effect for it, will my giveaway be affected by this, will my lucks lower from this, i just curious

It was ALWAYS required to wait 7 days before you can press the Not Received button ... that its the time the site gives for people to deliver the game .
There is no negative effect for you cause of that , you won a game the giveaway creator did NOT deliver ... and therefore you mark it as not received . You did NOTHING wrong .

also another question, like i type in my summary above, i tried to enter a steam tool that require all my winning GA be mark so see what will happen. it say i got flag, can you tell me what that mean? is it a bad thing?

Yes ... you will mark a game you did NOT receive as received .... and if someone run a check on your account he will see that you marked a game that you dont own as received ... you may get suspended for Not activating a game that you won :)
Thats why the Non received option exists .

If you can't activate the game on your account don't click on 'received'. Just leave it alone and when you can click 'not received' just do that. This way there won't be any problems with SGTools or anything else.

do you have any repercussions for not receiving? not that I'm aware. All fault lies with the GA creator who will have a mark againsed him in SGTools/lose a slot etc

Yeah before one week time line you can't mark as "not recieved" Also if you both agree and you say that on giveaway page, support can delete the giveaway.
Edit: One more thing, if you click "recieved" accidently you can click again to remove the mark. That way giveaway will stand in "pending feedback" state.

Are you asking whether something bad will happen to you or the GA creator if you selected "Not Received" ?
Nothing bad will happen to you.
As for the GA creator, he will lose one GA slot, and won't get the CV that he should have gained for giving away the listed game.

No one has mentioned this, yet, but there is no penalty for not marking feedback (other than people thinking you are not paying attention). If there is a problem, and the giveaway creator makes arrangements with you to correct it, you may leave the giveaway unmarked until the matter is resolved.

like the title said, what is the effect within the week in order to be able to press the not received, i recently win a GA but the key have problem that both of me and the creator is confuse on what do to here, the creator have submitted a support ticket two day ago but since no one responding the ticket, he decided to take the black mark as the key problem is too problematic, but here the case, i never have to wait a week to press the not received button before, so i curious what the effect will be for something like this, is there any bad side effect for this or somewhat similiar to that
P.S i discover that trying to enter a steam tool that the requirement needed all winning giveaway to have been press received/ not received can get you flag or something, i presume that a bad thing?
