Mass Effect, Borderlands 2 (looking at you, Tiny Tina), Max Payne (Mona)

EVE Online's Incarna character creator is the best I've seen.

Try APB Reloaded, the most customization game ever.

Star trek online has a good one, too, its also free2play

SR3 is the best out there, also Fallout New vegas (that is probably the smae for Fallout 3), and i remember the Def Jam: Fight For NY for PS2, that one was great too.

My favorites were Soul Calibur, Fallout 3, and Original War. Original War is probably not the best, but I am terribly biased since I love the tits out of that game.

The one from City of Heroes was incredibly good; I would spend hours just messing around with it.

Saints Row 3 is definitley up there. Any game which lets me make a crazy British mobster that is black and white in a color world gets top marks.

Fable. We cannot forget about our lovely Chicken Chaser that we lovingly created so many years ago. (I really hope the PC gets a good port of the HD collection.)

I like the question type character creation,Morrowind I think had this.

Being able to run around like this in a game while blurting out zombie nonsense is the best so far, I guess. Quite enjoyed making a complete tard in Mass Effect as well. Aion had a pretty decent character creation system. Not sure if it's still the same.

APB : Reloaded has an amazing player customization, but there was nothing more than that for me there
