I would have to agree, to my knowledge the mods have jobs and do this on the side so it would be more likely for something to happen on a weekend

The mods have nothing to do with this though. Only cg, the site owner can create that event.
And yes you're quite right, the mods are volunteers who all have real jobs and lives.

There's no set date for when this is started. It's whenever CG launches it.
I am not sure if it has anything to do with one of the moderators resigning after receiving harassment.
Who are you referring to? There's been no members in the SG support team that have resigned due to that reason and I don't believe there's any that have resigned recently for any reason.
As far as I am aware of, the only documented time when this event was skipped was in 2020, where users in the below thread blamed trolls and low-quality giveaways for this apparent cancellation.
It's happened every year so far since 2019.

I'm just guessing here, but I think they might be referring to Lilly. She isn't a mod but it isn't that far fetched that someone might wrongly assume she is given how much work she puts into this site.

For the previous three years, Steamgifts.com hosted an annual giveaway which contained a portal where users can set up private giveaways, hidden behind a custom-made virtual box. Users were limited to entering give of them per day and they expired on Christmas Day! Many gifts were donated over this Christmas giveaway option!
