I don't know why in public giveaways, i couldn't explain why but never had this problem with private or whitelist, just on public giveaways.
At start i thought it was because private users from forum were much more experimented than public users.
But my last winner has 247 wins so i don't think he misses experience.
I tried to contact him on one of his giveaways and noticed i'm not the first one, and some other users had to contact him in the past for the exact same reason.
But i really just fail to understand why. But i'll probably just move on in the end, even without understanding anyway.
But my blacklist is empty, do i really have to use that. :(

The reason is rational, but you probably won't like to hear it... The thing is you hold yourself to a higher standard with your giveaways, however that's mentally tasking to make sure everything is alright with every step. That makes you the minority. The majority of users are casual, meaning they don't give as much of a damn as you do. You will find this true in all the next things you move on to. You can't change how others behave, but you can take better control by filtering with groups/whitelists/blacklists.

I parted bundle in the last giveaways but i admit most bundle keys are shitty.
I'm not so rich either in real life ! ;)
Probably more than many users from other countries here, but i still live in France with my husband with 1000€ / month, with a 400€ rent.
Remaining of the month : 600€ to live then energy and water (50/month), internet (50/month), food (200/month), etc.
I mean, i try to do an effort to make a better giveaway from time to time, and give something irl too, but in the end, we do what we can and probably others too !
edit : What i mean is : please don't think that all lvl+5 users earn 6 numbers / year. That would be a big mistake.

The higher the level you set the ga, the lower the amount of issues you will have about this
Maybe that's true for lvl 2-3 vs lvl 0, but for even higher levels it doesn't seem to make much difference. I've regularly had level 7-8 people sit on their keys for almost a week, I've even had a few rerolled because they waited too long and didn't react when I contacted them.
I seem to have better luck with my winners with group GAs, so that's what I mostly do now because I find sitting on a revealed key for 2 weeks after a GA ended to be too much of a PITA.
As for OP's question about a rational explanation, I believe some of those (not all, but some) are bot users: notably those who sit on the key despite being always online.

Stuff like that is uncommon. Like 1 winner in 100+ giveaways but it also happens in high level / private / group giveaways. You shouldn't care to much about it. If the winner didn't marked it received after your 10 days off you can still make a support ticket and solve this with support (in your case "request received feedback").

1000 is the upper limit.

Hello,
It's just after years i still fail to understand why a winner sees a game key, activates it succesfully on his steam account,
and then wait for days and days to tick it received here so that i can move on too.
I still try to do public giveaways from time to time but it's pretty discouraging. I mean... I've to go to travel for maybe 10 days very soon to fix shitty problems, so i would have liked all of this finished here so that i could fix much worst problems empty-headed elsewhere (in-laws' inheritance problems: a very boring thing !!)
Please help me to understand, can there be a specific reason that i don't understand ?
I know, it's useless what i write, i really would like a rational reason to comfort me, but i would understand blacklists because it's just useless to write that. I guess if there wasn't these shitty problems elsewhere, it would have been different. But it's my fault to have this stupid idea to make public giveaways here just before.
