I bought a gift for a friend, who then decided to preorder the special edition in retail and leave me out of pocket £35, am i allowed to set up a private giveaway, in which participants paypal me £1 (or equiv) until i have a decent number people joined, so i can recoup a bit of my loses?

You could try to get a refund.

Explain Support the Situation. I am sure they understand.

It could be, that they only add the Money to your Wallet, not charging it back. But at least you can spend the money on other Games or on a sale.

Steam will not do any refunds, ever, unless it's on a pre-order. So if the game he's talking about is still pre-order, he can ask for a refund.

They often do out of goodwill when they see that the buyer has a real issue.

As long as you did not install or even play the game, there is a chance that they will do it.

Weird, I've never heard of that happening. Once the game is tied to your account, you are SOL, whether you have played it or not. But if so, cool.

Fun fact: Steam support will offer a one time, and one time ONLY refund for a purchase on Steam if you contact them by opening a ticket. Go to the support website (create an account if you haven't already done so), explain the situation in a ticket and ask for a refund.

The WILL NOT offer you a refund for anything you wish. They just copy&paste things on Steam Support if you haven't notice. And I got refunded 2 times already...so you just lost the glory over there.

Can confirm that they sometimes do this.

I once bought a game for a friend, Steam said the transaction had failed and to try again in a few minutes, which I did, then discovered the first transaction hadn't failed and I'd sent the same gift to the same friend twice.

The first support person I talked to told me that they were refunding me as a one-time support thingy. But then eventually someone read what I was saying properly and they told me I hadn't actually used up my one-time refund.

But it seems that they do have a once only policy on refunds where you don't have a really good reason.

Send Steam Support a message and explain the case(maybe lie so you'll have more chances on getting a refund). You probably will get one ;)

Actually that is not only against steamgift rules, but also Paypal rules. Raffles are not allowed via Paypal.
