Account creation for the site is down at this point, leaving people wishing to join during the free game deal unable to do anything. Its quite possible that will continue until the voting has ended, just to prevent more exploitation of the deal. Which is a shame for me, since I can't even get a copy of Mafia 2. :P

They got swamped, hard. Give it another day or two and they might get it sorted out for you. We had about 20 hours between starting the process and getting our keys, so they are working on the issues and should get registration back up soon hopefully.
