well, if a base game is f2p then a starter pack will count as dlc and you will be able to join this ga.

I thought the system was supposed to prevent that, too. But anyway, I think you can write to support and ask them to re-roll the winner in a case like this.

Ok i checked again after your messages. He does have it it seems. I clicked on the "game tab" on the right side of his steam profile it only shows he has 14 games there

But when i click on game owned on top of his profile it shows 40+ games there and the base game. Thanks and sorry for the bother :X

might be because those are actually his recently played games as opposed to all games

If it shows on Recently Played but not Games tab, he likely doesn't own, but has it via family sharing.

I think Steamgifts will grab the recently played data as part of owned games, so that would explain why he could enter for the DLC.
