Its like any game with a leveling system. Repeat the main activity (gifting). You will earn cv (the equivalent of xp in this analogy) and level up.
But all the relevant information is available on this site. Check FAQ! :)

As others have said, give away games to level up. Click here to get started. It only takes one giveaway to reach level 1. A few more to reach level 2. Consider buying some bundles and giving away the games from the bundle that you don't want. Whatever you do, DO NOT GIVEAWAY GIFT LINKS. Always give away Steam Keys to avoid risking your account being canceled on the sites where you buy your bundles.

Personally, I go to Fanatical and buy a few bundles every couple months (including mystery bundles usually, despite only ever getting one game from them that I really wanted to keep)... activate the ones from the bundle I want, whatever's left I give away. I'm nearly to level 7 (10 is max) from literally only ever doing that for a year. Each level is harder to get than the previous level, but that's to be expected. I could go up faster if I gave more away. I actually currently have a decent sized backlog of games to post because I only ever do a few at a time (except when I do a mystery bundle giveaway train, that usually comes out to 20 games in one shot).

Well, as Blaidd has opened the topic of strategy or method...

Am I right to think that it's better to offer a game when it isn't on sale at Steam? Taking Blaidd approach of getting a bundle from Fanatical... if the title is currently on sale also at Steam, I believe it's better to wait for the Steam sale of that title to end before making your GA. Is that right?

no not really.
SG gets the price for CV calculation directly from steam. it takes the base price for a game, not the "on sale" price, i believe. changes the base price so does your received CV... even after the GA ended.
which can also be a reason why sometimes it happens that ppl "loose" levels: the price dropped on steam.
this is independent from the bundled/free status of a game. this status has a fixed date after which a game gets only 15% or no CV at all (which can also happen retroactively) but CV change due to price change is ever on going.
