They achieve nothing. They just think they do. The problem is, they don't get contributor value until you confirm. After a week, you can mark it as not received. But you can report them at any point.

Also most newcomers think SteamGifts "GIFT" them a game of their choosing, might be one of them :)

1) if the giveaway creator does not deliver the game, you can mark it as "not received" after 7 days and then move on =)

2) they achieve nothing from making fake giveaways

No. The giveaway may get deleted by the mods (or even by the creator), permanently taking up a giveaway slot. (It's sort of like losing your ability to make an extra giveaway.) The other thing that might happen is if the receiver marks "not received." Both the deletion and the unreceived strike stay on your permanent record so that everyone can see how you screwed up.

^^ Many newbies think it's either for a game they want OR they don't realise that they have to gift the game away, and trade it somewhere else.

The creator has a week to deliver. So if its indeed fake, you need to wait until his deliver period ends, then just mark as not received. No need to report (i think), SG staff will do the rest
