Hmm... each card drops time differently for everyone so really unsure how to answer that.

Why is it possible for them to basically hand out free cards?
Is it a loophole? Since free cards should have been eliminated from all free promotional packages long time ago.
And I checked other similar games such as Sims 4 and Minion Masters, their paid dlc giveaways do not result in free cards. While I have got 9 from World of Warships' dlc giveaway over the years.

Those 2 are a little special based on the way they're doing those free DLCs.
For example, for Minion Masters, instead of giving the DLC alone, they give as bundle, like the BaseGame + DLC altogether as free, and probably that caused that the game won't recognize it as you purchased Paid DLC for card count (since you got with the BaseGame) so no card giving.
The Sims 4 has a different mechanism, Steam still treats it as Paid Game Card Drop Mechanism (so no $9 rule for dropping a card).
You can see on your badge The Sims™ 4 Card Drops (Not $9 F2P mechanism) and Minion Masters Card Drops (Paid DLC given as Bundle with BaseGame not DLC alone)
