Since you are from the US, there shouldn't be any actual lock.
It's a warning that is displayed on extra gifts you get in your inventory after activating a key, regardless of whether there's actually a lock.

Ok so I'm from the US and I activated a product in steam and received a second copy with activation. It has a red exclamation point near it and says "This is a restricted gift which can only be redeemed in certain countries." I would like to create a giveaway for it however I don't know how to find out what the restrictions are. I also don't know what to put under region locks in the giveaway creation page. I also really don't feel like putting it up and having someone win it who can't activate it and then having to buy another copy for them. So what do I do?
