The 67% off on Payday 2 is still active as it was not because of a daily, but a normal Summer Sale discount.
Skyrim on the other hand got 66% off only as part of a daily (it was 40% off before) so we can be 100% sure that it won't go lower than that. You can keep hoping, but it's not going to happen.
