Because they're items. If SG would of allowed items we would of seen coupons, TF2 gear, ect by now.
SG is meant for games and programs.
Also just like coupons they're one-time use only items, so there wont be a certain way to find out if someone traded or regifted it away.

Not sure if there is a rule on this or something but SG doesn't have to stay as a game only giveaway site. It wouldn't be so bad to have items up for giveaway, but coupons can no way be set as giveaways because they don't have an actual value, and TF2 items are set for 1 game and have wack prices.. They are usually traded with craftable items such as refined or keys. All trading cards are approximately $1 so 1P would be fitting.
As for your second point, regifting can be monitored the same way by checking if they recently won the card they just put up on SG.

If the giveaways aren't restricted to games and programs how other items haven't been implemented yet? TF2 items are far more popular than trading cards and they've been around longer. The site is centered around things that go into your steam library, not inventory.

Okay, but what if someone won the card from a giveaway had all the said items crafted it and later made a giveaway with the same type of card he won? People would think he'd be regifting.

Define recently. I guarantee you that there will be people who will hold onto cards for a few months and then re-give them away to get CV. If you set a time limit then they will hold on to them for as long as the limit is.

I would assume the same way games are? If someone puts up a card they recently won then it would be taken down I suppose. I was just thinking about normal cards, foil prices very way too much so I wouldn't think that they'd be viable for SG's point system.

But that card might as well be legit, there's no way to prove it one way or the other.
With games you can check if they have it in their list (thus used up their winning game), with cards.. it kinda doesn't work due to badge upgrades eating them up (or the user already had the lv2 badge, won the card, and sold it on the market, how'd you prove that?)

Well right now a game on sale has the points equivalent to its full steam price. I couldn't see why a static price of 1P couldn't be applied to the normal trading cards.

If this was to be done, I'd suggest it was kept completely separate from game giveaways and CV. Maybe a totally separate section of the site?
Essentially these cards are things people receive for free (albeit having purchased the associated game at some point), and should be treated as such, rather than muddying the waters by including them with actual games. The precedent has been set for "free stuff", such as the free game from "The Heist" (Eets), games like Metro 2033, DOTA 2 keys, etc.
I don't have any major issues with this being included, but am totally against it being lumped in with the main SG site. Cards should not have a CV value.Maybe if giving is to be tracked at all, it should be done in "cards" rather than dollars, with regular cards being worth "1 card" and foils being worth 20, for example...
IMHO there are bigger fish to fry as far as Steamgifts development goes, such as linking game wins with sync records to weed out the cheats and abusers. When that's done, perhaps adding cards might be a little closer on the roadmap.

I'd do it as a way of getting rid of the extra points. Right now there are way too many points in the hands of SG users which results in less chance of winning each giveaway cause people enter giveaways they don't really want just cause they have too many points, so this would be a good system to fix that. Obviously no points would be awarded with the creation of TC giveaways, the feed would be a different one so as not to collapse the other one and the price could perfectly be 1P for normal cards and 20P for foil cards (I know they are all cheaper than that but remember that this would be a point sink system.)

no, they're cards not gifts. steamGIFTS, it would be possible but the giveaways shouldn't give contribution points and the whole list would explode of those card giveaways. If they would get your contribution points they should be at the bundle list.

I kind of like the idea, as long as it's kept completely separate from SG as it is. A completely different site perhaps.
To those asking "how do you prevent regifting"... I think the honor system could work here. The cards are less than a dollar, why do you care so much?

To prevent abuse, I would say that only people missing 1 card to craft them should be allowed to enter the giveaways. If they would win, the creator would give them the card and they would have to craft them in front of him (otherwise he reports them and they are suspended/banned).
People saying that people would abuse this too much don't realize that people already abuse many game giveaways, so those abuses should be stopped first anyway. I still think my idea is something plausible.

The idea with allowing peaople that need only 1 cards wont work because ppl can stash cards in their friends inventory...
