Nope. No way to determine specified market value for cards = no way to determine CV value for cards that would be equal across all counts.
Currently, market value is changing which is too complicated to do.

If they would let people make a giveaway for the steam cards then people would sell them so that they could enter giveaways you need to contribute...

If they don't count towards your contributor value, it would be awesome. If they do, people would just spam card giveaways everywhere just to get some CV. The cards should be kept in a different section than the games. There could also be a different CV, just for cards and not for games. I'd like that idea.

Yes it would be a good idea, but you'd need a way to prevent people hoarding cards / winning-and-trading which is possible because they just need to set their inventory to private and no one knows what happened to that card.
TL;DR: No.

This idea has some pros and some cons. But, it has more cons.

I love this idea and you can trade them so I think it works well.

If the cards werent given a value and only cost 1p to enter then i could possibly see it working here. It could also be a possibility for a new site dedicated to gifitng steam cards / game items (tf2 items and such). Idk just my thought on it.

At this point it seems obvious how the majority feels about such an addition despite the updated ideas. I'm not exactly for the ideas of how you want cards to be integrated to sg but I think there are more network friendly alternatives that will not affect any user's sg profiles in anyway.

This site deals in games and DLC. It does not deal in coupons, in-game items, or any other game-related things that are not actually games or DLC. There are other places that deal with those, and they are where this suggestion belongs, if they haven't already gotten something like this going. There's not even any way of knowing anything changed hands, which is much of the basis of some of the other rules and the way many things are handled here. Cards will not be bound to your account and they will not appear in your library or licenses. This is simply not something even remotely within the scope of what is appropriate here, I'm afraid.

For clarification, there is no way of knowing when a serial key has changed hands either.
Considering the fluidity of card prices, I can imagine the headaches created by support tickets concerning constantly changing CV. What today is worth 4 USD could be worth 0.40 tomorrow. It has happened to a number of cards already.

how about letting people gift they cards without getting any contribution points? That way regifting would not be an issue at all. And maybe having an extra type of points (Like, 10 max, where each giveaway would cost 1) so you don't get in 300 card giveaways.
