Probably Civilization 4's theme. Runner ups should be track 1 of Morrowind's OST or some Starcraft theme.

Probably Lord of Riffs from Across The Obelisk. Although i am a big fan of almost every deckbuilder OST... And Hades OST is awesome too.
Also, I haven't listened to it separately, but the whole Valfaris soundtrack is perfect to me. And, as an extra selection, because I still haven't played the game, the main theme in Teslagrad 2 was really catchy (only played the demo though).

While this has been talked several times, I'll still participate.
"You Were There" from ICO, by Michiru Oshima.

From recent memory, Returnal's Hyperion track. But it's not really the track that's great, rather how the game uses it. It's the type of game music that actually utilizes the gameplay and even ties into the story. You hear glimplses of the track early on during your run, and it gets more powerful and characteristic as you get closer to the boss, and finally it expands and unfolds during the fight in a way I wished the battle would never end.

There are very beautiful soundtracks in Transistor.
We All Become
In Circles
The Spine
Paper Boats
In general,
Supergiant Games in all games has good music, but Transistor captured my heart.
Of the games with beautiful OST, I can also mention the following projects:
1) Disciples 1-3
2) Space Rangers
3) Pyre
2
4) Stronghold HD
5) King's Bounty (from Armored Princess to Dark Side)
6) Red Ronin.
7) Red Alert 2
2
As a rule, most of the tracks in these games are very good.

I also failed in the past to pick just one... 1 year ago... and 1 month ago. :D
But today, maybe I will add (add?!? failed again!) this track from Ni No Kuni.

The Spirit Tree from Ori, is definitely one of the most memorable soundtracks I've seen in a game https://www.youtube.com/watch?v=eAJZV61uf64
I also believe the Menu theme from Poppy Playtime did a great job at creating something that really sounds unique, beautiful yet uneasing and unsettling. https://www.youtube.com/watch?v=5D9K9ZQyhOI
One of the boss themes from the reboot of Devil May Cry is banger too https://youtu.be/hhJdu1v4tfU?t=87
It's impossible to not mention Limbo and the amazing soundstage the composer managed to achieve. Such a simple, slow soundtrack yet one of the most impactful for me. Really powerful! https://www.youtube.com/watch?v=6jIhee4Lnq0
Very badass track from Cerberus battle of Devil May Cry 3 https://www.youtube.com/watch?v=2uKK3-rRgdA
Honorable mentions also goes to the entire soundtracks of Nier and Silent Hill 1 and 2. Both are so good!
