Why can't I enter contributor giveaways?

I made my first ga worth 4.99 and it got confirmed as delivered, and on my profile it says my cv is 4.99, so why can I not enter any contributor ga's?
Thanks for any help guys :)

EDIT: I am not just being dumb and trying to enter ga's with more cv then me, I can't even enter 1c ga's

Because giveaway that you are entering has bigger cv than 4.99?
