It's not a ban but a limited activity. I had the same a while after I got back my account from a Hi-jack.
Basically no purchases or trades availalbe.

Unless there is a real offense or chargebacks made with Paypal concerning Steam games I find it strange they would do so.
You should try to contact them again being the absolutely clearest possible, as any support tends to misunderstand the slightest word.

Go to the market and hover over the buy button on any item like you want to buy it. It will say in a little popup when you will be able to use the market etc. You are not permalocked. This happens whenever you change a payment type or check the box to remember that payment type for next time. It happened to me and I got like a 10 day ban from the market, but you can still buy games with your steam wallet. It is a very annoying "feature" for sure.

I think he means he cannot use paypal to pay on steam. Why I do not know, but if this is a serious problem I highly recommend CALLING the steam support. You can get a lot further by calling these kinds of places and better explaining your problem that way. E-mails can be ignored, over looked and locking you is the simplest way of dealing with the problem without much effort over a misunderstanding. So, please, call them if you have to.

Valve locked his steam account so he can't trade stuff or buy/activate games.
He can play online and offline however. Also not a VAC ban.

Had the same issue once, still no idea why (also with Paypal idiots) and after 8 weeks it was gone.
Meanwhile i had to use an alt to buy games and store them in inventory.

You probably reached the market action limit (200 purchases/sales) to unlock it you need to fill out a form at the marketplace front page around the top I believe.

We don't know the full situation, as we never do. We know what this guy is telling us. Steam support are known for making errors, and it could be that! But it could be anything! We simply don't have enough info.
