There are no rules against it. Also, I've been left with the impression that the community thinks it's better to do forum giveaways when you aren't sure the keys work.
Try to make it interesting though, maybe make an itstoohard.com puzzle or some other event. Otherwise the ninja regulars will snatch the games as opposed to people who might want to play them.

You can experiment with the site, make a test puzzle to see how it works. I made an example one here. Use "[ Add Question ]" to add as many questions as you want. When writing the correct answers, upper and lower case doesn't matter, so "yes" and "YES" and "Yes" and "yES" are all the same thing as far as the site knows.
For the questions, think of interesting facts about your favorite games/movies/music. Or maybe hide some things in your Steam profile, maybe as comments on screenshots or recommendations. Or as comments in your giveaways on the site. Up to you, just make sure to ask question that can't be answered in many different ways, as only the specific word/phrase/sentence you put in the answers section is accepted.
Edit: Oh, forgot to mention, there's a 30 second delay after every wrong answer, in which you can't submit new answers.

The reason I ask is because I have a list of keys in a text file that I guess I haven't kept in good order, so some games I've given away on the site ended up being used already and I had to give a substitute.
I don't want to do that again, and my list of keys is obviously out of sorts and I can't trust it, so I'd like to just post up some keys and let people take what works.
If that kind of thing is acceptable, then I'd like to post some keys after Christmas, after I've given some out to friends/family.
