[Help] Steam downloading drops to 0 bytes/sec frequently

I tried changing download region and clearing download cache so far, but the download rate still drops and is low for my internet speed. Other ideas or suggestions?

Edit: I am using steam beta client
Edit 2: I did the ipcongfig /flushdns on Command Prompt and used Adwcleaner

Are You sure is not some error on your LAN or with your ISP?

First thing is to figure out if Steam is really the problem. Try downloading or testing from another source which displays your download rate.

try to not use beta client??
that frequently has issues and bugs, it may be the entire problem.
