First thing is to figure out if Steam is really the problem. Try downloading or testing from another source which displays your download rate.

I tried changing download region and clearing download cache so far, but the download rate still drops and is low for my internet speed. Other ideas or suggestions?
Edit: I am using steam beta client
Edit 2: I did the ipcongfig /flushdns on Command Prompt and used Adwcleaner
