Should a user be able to create more tickets per day if a valid reason is provided?
I don't know if it's possible, but different categories could be implementedfor user reports (exclamation mark on profile) and reroll requests, and the daily 20 limit would only apply to the user reports - that would still limit the random-report number, but wouldn't hinder the giveaway creators.

The main reason the limit is there is to prevent ticket spam. There are a lot of people (especially who are permanently suspended) who have nothing better to do than to spam tickets in all categories trying to get unsuspended or insulting staff.
I would support the idea above to allow increases in ticket limit.

having the same problem :b maybe add more tickets for people who give massive giveaways to public? People always enter even though they just won, and I still dont know why

So basically right now you're able to create up to 20 tickets per day. After that you need to wait full 24 hours to be able to create more support tickets. I suppose this limit is not a problem for most of the users, but when it comes to massive giveaways (100+ copies for ex.) it starts to be a bit of a pain. Just looking at my last Pahelika giveaway i've already re-rolled over 50 users and i still need to wait to re-roll 70 users. With 20 tickets per day it's really annoying. I'm not saying that we should change the system. It's good the way it is. But i want to have a possibility of increasing the limit when a valid reason is provided (for ex. i did a massive giveaway and i need more tickets to re-roll the winners). It could be handled the same way, as it's with the giveaway creation limit. Just write to support and they would set the limit higher. It could be both temporary or permanent (for ex. your limit of tickets is increased up to 50 instead of 20 for the next 6 days. after this time it's back to normal.)
