Actually, I think you don't even need to spend them, you could just add them to your wallet without spending.

Steam has been having issues, that seem to be database related, recently (with recently I mean the last 3-4 months). This is just one in a long line of them. I've contacted steam support in regards to these issues, and they're apparently not considered prioritized and they're not working on them, but steam support might be able to fix things for you if you contact them. If they consider it an issue worth fixing....

Dont know if its still exist, but it looks like it, but you need to spend every one a minimum of $5 on steam.
