I was honestly eyeing Next Order but $5 for two games with less of the V-Pet mechanics isn't too bad.

I mean...
...are the games any good though? Can anyone vouch for them? I've been curious about Digimon before but there never seems to be an entry-point that feels like the right way, and the reviews of the Digimon games has always been middling or very mixed opinion, y'know?

Yes, and for that price, it is a steal. Cyber sleuth complete edition is basically 2 games in one package. The good thing about digimon is that there is no entry point of the series at all - each game is a standalone so you can start from any game that you want. Some has different gameplay, but the title usually help you to distinguish them:
Digimon story - turn based jrpg
Digimon world - those tamagotchi raising digimon games where you can raise digimon and command them in battle (they will move on their own but you can shout to "suggest" them do something)
Game with different title usually have different mechanic (digimon survive is a visual novel for example)

I actually bought Digimon Survive on the switch, where it sits in my backlog for a time when I have a slow/long weekend and can justify busting out a new story. But it's competing with other story-based games for my attention, haha.
Some of the details were pretty thin though. I only found out via the reviews that there is an element of freedom in taming/raising, whereas story-centric games can sometimes lock you behind only selected companions or a sequential unlock path predetermined for the story. Naturally my interest in Digimon is in the monsters.
...which I know is a bit of a weird contradiction given Survive is a visual novel, and more than likely has those exact restrictions, but genre matters too!

I should clarify : I've seen threads (elsewhere) of people asking what is a good game to break into the digimon world, largely getting digimon fans replying, there was no clear consensus and most games had significant gripes about their balance between gameplay/story, annoying mechanics, etc. Maybe that's the bias of opinions within the fandom and how they can sometimes trash the things they love most, but when looking at the steam reviews from the top down, most positive ones state they were already digimon fans or don't elaborate much on what works (gameplay, etc), whereas the negative ones, infrequent as they are, mention the grind.
I've found that steam reviews are mainly useful as an indicator of things like mass bugs, critical flaws, developer unreliability, etc, because tastes vary so much and where a franchise is involved a lot of things can be overlooked, y'know? Specifics are helpful, and when positive or negative reviews are mostly generic and don't underline anything, that suggests to me that they just 'vibe' with it, like the flavour matches their palate. But when specifics are mentioned or repeated, I find that tends to ring truer.
I mean, grind isn't even necessarily bad so long as its fulfilling, not obnoxious, and you like what the game is laying down for you, but its a noteworthy factor.

But it also comes from a digimon fan so beware :) i still judge it neutrally, though.
As for your concern, no bugs or critical thing that i remember besides from one achievement not unlocking for some people for no reason (it unlocked for me just fine). There isn't any mention of those because there is none. As for developer unreliability, the dev doesnt reply in discussion threads, but i dont think that's an issue since there isn't an issue to begin with.
As for the grind, i dont remember it being grindy but i know i tend to grind excessively without realizing it in jrpgs so... yeah.
I just focused on filling the pokedex thingy and i dont even have issues with level and such. For difficult boss fights i just swapped my trained digis with my actual party and it always works (i almost never take them near the end because they are at max lv).
