Well, I've given away 100-200 keys so far here, just on the forums. Those are some of my old used keys I've given away. There's no chance at all they will work now. :)
I wouldn't invent keys just on the off-chance one WOULD work. That wouldn't be fair to the publisher, developer, or Steam. :(

Yep. A used key counts against you when entering in game keys. A handful of used/incorrect keys will end your redemption for the day.
