Ask moderators to delete the giveaway, then post game on forum (or give to a friend). Just a suggestion.

So someone won one of my GAs 3 weeks ago (including week of downtime), but never claimed the gift or marked it as received.
They were last online a bit before giveaway ended.
Looking at their profile they also won a private/group GA around same time, marked received and game is not on their Steam profile.
Not sure what to think of that user and what should I do with the game?
If I post the game on forum, someone claims it and later that winner tries to claim it I'll probably get in trouble.
I also can't request new winner because I already sent mail to winner and they can claim it any moment, possibly leaving new winner without the game and I don't have 2-nd copy of the game to give away.
Any advice what to do? Just forget about this GA and move on? Report? Something?
