limit is for one game, i think it was 5 purchases of same game in hour. if you buy different things, there shouldn't be an error

So this is error that i got from steam few minutes ago: ''It looks like you've been attempting a lot of purchases in the last few hours. Please wait a while before trying again.''
I know that there is limit 10 same gifts per hour,but i got 8 gifts and got this error. Its true i got a lot gifts today(almost 100). During summer sale i was buying over 200 gifts per day and i didnt get this error not even once. So my questions are, is this new error and is it possible to avoide this error?
