Does the program help you?

I have this weird problem where my ping is quite stable, but my game performance in Diablo 3 US Server is horrible (red ping). I suspect there's a network congestion somewhere in the middle of the routes between my PC and D3 server, but can't identify which node that's problematic.

....but in Dota 2 SEA server my connection does just fine. Occasional spike but it's bearable.

Well, what do you expect? If you're in SEA, a connection to a US server should have awful ping in general.

Usually it's a green ping (<300 ms). And it only happens in Diablo 3. I played other US- server based games (Dota 2 US West) just fine.
