If it comes with a steam code it shouldn't be region locked unless it is so on steam as well.

It's specific to each game and if there are different versions on Steam. You can check steamdb.info to know more.

Keys from amazon are almost always ROW.

Skyrim most probably won't be region locked, since there are no Skyrim Packages that are region locked. Read onlyallowrunincountries.
