Doubt what exactly? Facts: It was set to be free for 7 days (see the history tab in the page you linked) and 25 minutes later it was changed to end in 1 second (ditto). Maybe it will come back still, perhaps they didn't get in sync with some press release or whatever. We'll see.

Looks like it ran for 25 minutes and 20 seconds before the end time was changed from sometime on the 18th of October, to 1 minute after the start time (causing the promotion to end instantly at that point).
Looking at the how the entries are developed (first being initiated in September and then erasing a lot of key identifying information along with the promotion cancellation edit), I've a casual guess that they had intended to include this to overlap with the identical promotion on other platforms, but then decided to cancel it for Steam, something which the Steam marketing team hiccuped on and then had to rush to correct. That is to say, it's not looking great for them bringing it back on Steam. Which sucks, McLarens are usually rather fun to drive in racing games. Edit: See below.
