Please, don't answer a technical question when you actually don't know the answer and give false information.

Yes depending on the game there is a save file on the computer. Look it up like "x game save location" on google to get where it is. You put those file in the same folder and you can carry on where you left off. Not sure about cloud though. Still you might not able to do with some games.

Search for the game here and locate "Save game data location": https://www.pcgamingwiki.com/wiki/Home

Thank you for that link, I didn't know that it even existed!
If I was to navigate to it using the steam website, where would I find it?

Click on SUPPORT > My Account > Data Related to Your Steam Account > Steam Cloud

(the next to last page has many interesting links, check it out!)

Yes, just find the steam id of the game, locate the save using the link above
Then copy and paste on the same location on your PC.

Some game saves may be in other locations, like My Documents, AppData etc

I am using this program GameSaveManager for backup and restore games save data. I do not know if that helps you. Never tried to restore on other account (I tested successfully to restore save game on my laptop, but same account)

Just an extra note: there are certain games that lock the savefile to the player's steam user id. Either the savefile is encrypted using the user's steamid, or the steam id is stored in the savefile and the game refuses to load a savefile with a different userid (Sekiro, for example, does this). If this happens there's usually some utility (or a tutorial to do it yourself with a hex editor) to edit the savegame file and change the associated steam id.

Also, as an alternative, have the other person locate his or her game file and send it to you (by whatever method). Once you have it, adapt the gamefile to fit your saving location/Steam ID.

you can copy/paste the save files to your pc (copy them to a pendrive, send yourself a transfer, etc.).
you can also tell your gf to log in in your pc with her account and launch the game. i'm 99% sure it will download the cloud saves to your pc, then you can move them from her steam account directory to yours (\Steam\userdata\ user \ search the game's ID in the store).
