If anybody is able to view that info apart from the creator, then it's only the support. Users have absolutely no power over this, although it could be possible to leave comment in that giveaway asking winner to "reveal" himself, then in some way trusting him (e.g. by asking for screenshot) and sending gift in advance.
Bear in mind that this method is prone to abuse such as fake screenshots and so. Support is the only proper way for dealing with this, this one is just a worse workaround - sometimes it might be needed though.

Someone reached out to me , so im asking on his behalf
hes under suspension and is unable to see the winner of his GA that had ended.
due to the new steam policies, he cant store a gift for when the suspension ends.
therefore hes strapped for time in order to send his gift with the expiring coupon/sale that he has.
i already suggested he send a support ticket to see if a mod can check on his behalf , so if there is anything else he would like to know.
