"Strange Night" does not appear on create a new giveaway

I just bought it with my 90% off coupon, but when I try to create a new giveaway of it, Select a Game form does not show the game. I have two questions;

1. Was the game free before?
2. I know there's a bundled game list(https://www.steamgifts.com/bundle-games), but is there a list of games that are not allowed to create a giveaway too? For instance, "Syberia I" giveaway can't be made because it's not on the Select a Game list.
