If it doesn't have a Steam Store page, Steamgifts cannot check to be sure winners have activated the DLC if they win it.
If the DLC does have a Steam Store page, you can send in a support ticket to get it added to the giveaway list.

(worth noting: because those DLC were given away for free, you wouldn't get any CV for them)

probably because those unlock ingame items, unlocks are promotional and no steam API or store page for it which means cant create giveaway for it, nothing steamgifts can do about it.

Another reason would be tho, to not give fake termporary CV and levels (because of high value) with these giveaways until the mods dont set their value to zero.

If u don't want a DLC-key for Crossout/ Paladins / anygame - simply don't take it. There's nothing generous in farming keys and making giveaways with them later.

we are at #1 right now:

1. people grab dlc from alienware and never play those games

2. cg adds them to the giveaway list; now they can be farmed for ratio on sg

3. everyone grabs keys despite not wanting them

4. everyone enters giveaways because it's free (people will even try to win a bucket filled with trash, so it's not surprising)

5. we are at a worse situtation than #1
