Going to give away a pack of games (and having some questions)

So I don't want to give away the whole pack to a person that already owns most of the games out of this pack. How should this be handled? Should I contact a mod before the giveaway creation to get a permission for applying custom rules? Are there any common criteria for entering such giveaways (50% of the games owned and less or similar)?

Sorry if I'm abusing someone by asking a question that was asked many times before, just found nothing related in FAQ.

If the person already owns that particular game he cannot enter the giveaway. Also, as of late, people can filter away giveaways with games they already have. If push comes to shove you can call for a re-roll.

He's asking about a pack, not a single game. And to OP, if the guy has most of the games you can ask for a reroll.
