I want to buy rainbow six seige and noticed that on g2a it is only $20 for the Russian code. Would my account be in trouble if I were to buy this code and use a vpn to activate it? I mean it seems unlikely to me because who is to say That I didn't take a trip to Russia or something and bought the game there?

Yes you can. Don't use a VPN.

Steam Service Agreement:

"You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to purchase at pricing not applicable to your geography, or for any other purpose. If you do this, Valve may terminate your access to your Account."

Alright yeah that is pretty definitive, It would be hard for them to find out i think but not worth it cuz this account has a lot on it, maybe ill do it with another account or just uplay

Not that hard if you think about it. Are you logged in to Steam right now? Did you suddenly go Russian for 2 minutes and now back to your home country? Their logs would show "Logged in from (Home IP) 7:00 PM, Logged in from (Russian IP) 7:02 PM. Logged in from (Home IP) 7:04 PM. That would be a mighty short trip with an incredibly fast plane. Plus most games that force you to activate them in a certain country only run in said certain country after they activate. So you would need to VPN to play it too. Again logging two IPs, your normal and an ever changing random Russian one. More than likely it would flag your account for review.

That will be a UPlay code anyway, I'm not sure how they handle such.

If anyone reading this want a detailed description of what might happen, read this highly informative Reddit post:

Long story short, using a VPN is against Steam's SSA (I dunno about uPlay, though), your key could be revoked (and Ubisoft itself did a big purge of Far Cry 4 codes last year), your account could be banned, and even worse, you could become an accomplice of theft or money laundering.
If you decide to keep walking on the right path, check https://isthereanydeal.com/ and https://www.reddit.com/r/gamedeals to get the best out of your money

uplay/gog/origin generally doesn't care. I've done it on all 3 services, though it's only like 2 or 3 games. But I bought them IN THEIR STOREFRONT, not keys so they can still revoke especially with uplay thath ave revoked some keys before

In short: Yes, you can get in trouble for activating a region locked game via VPN. Is it likely? No. But it also is not impossible. So decide for yourself, as with most things in life.
