I won a giveaway a couple days ago however the key provided to me doesn't allow for use outside of a certain region. I have checked the FAQ etc and can see this is against the rules of steamgifts however I cannot locate any details on how to notify staff that this has happened other than through Support.

Is there any "report this giveaway" type button I have missed, or is raising it through support system correct?

ask the giveaway creator about the key and inform him of the rules.
if he cannot provide you with a regionlock free key, then click on not received.
